Douglas J. Franzen has more than 30 years experience representing clients before the Minnesota State Legislature, in addition to various regulatory bodies and local units of government. Named one of Minnesota's "Top Lobbyists" by Minnesota Law & Policy, Doug has earned a significant reputation as a legislative lawyer though decades of successful policy advocacy on behalf of clients in diverse areas including insurance, health care, real estate development, and outdoor recreation.
Doug has achieved an AV Preeminent Rated status from Martindale Hubbell and is an A.M.Best Recognized attorney.
In the areas of health care and insurance, Doug provides ongoing representation to clients including Blue Cross Blue Shield of Minnesota and Allstate Insurance Company; and acts as regulatory counsel to numerous insurers, providing assistance with enforcement, licensing, admission, and all matters of insurance policy. He is a member of the Federation of Regulatory Counsel and has published articles on insurance law.
Doug is a past recipient of the British Government's Foreign and Commonwealth Office Award to pursue graduate studies in the United Kingdom. He serves as a St. Thomas Law School Mentor and is the former Chair of the Governmental Relations Committee of the Hennepin County Bar Association.
In addition to his ongoing legal/legislative practice, Doug serves as the Chancellor of The Episcopal Church in Minnesota, advising the Bishop and various church governing bodies and institutions on secular legal issues, litigation and compliance with Church Canons and ecclesiastical proceedings.
